2011-2015 TRANSPORTATION IMPROVEMENT PROGRAM
PRELIMINARY DRAFT PROJECT LIST
 
BMTS and its partners continue to work toward the development of the updated 2011-2015 Transportation Improvement Program (TIP), despite continuing uncertainties about Federal and State funding.
 
As of March 4, Congress has acted only to extend SAFETEA-LU, which authorizes all of the programs of the Federal Highway Administration and Federal Transit Administration, only through the end of March. Another bill is pending that will extend the program through December 31, 2010. Since Federal transportation programs are typically authorized for five or six years at a time, it is difficult to forecast how much money will be available until Congress passes a new multi-year authorization.
 
Adding to the uncertainty, the New York State transportation capital program expires on March 31, 2010. Because of the state’s current fiscal situation, the Governor’s budget proposes a two year program rather than what has been a standard five year capital program.
 
Despite all of this uncertainty, BMTS is moving forward on the TIP. Because total project spending in each funding category cannot exceed potential revenue, an agreement has been reached on the allocation of federal and state funds to NYSDOT Region 9 and BMTS. 
 
A Preliminary list of projects is available for your review. This project listing was approved for public review by the BMTS Planning Committee on March 2, 2010. This list, which is by no means final, reflects priorities of safety and maintaining bridges before pavements. Most of these projects are on the existing BMTS TIP, and are moving through the design process to construction.
